'Higher Ambitions' Summary

At the meeting on 11th November, the Chairman gave a Summary of the BIS Paper, introduced by Lord Peter Mandleson, entitled 'Higher Ambitions'.  Margaret's Summary is now on the FE&HEWP pages of the web-site - and available here once logged in.
